Aniplex, A-1 Pictures, and D&C Media never printed 1 through 9. What we have is the manhwa, the Solo Leveling wiki Monarchs roster, ScreenRant on 12 April 2025, and CBR on 15 August 2026. What a Monarch actually is

The wiki roster is the clean nine: Antares, Ashborn, Baran, Rakan, Sillad, Tarnak, Legia, Querehsha, Yogumunt. Created from darkness. The Rulers were created from light. They are not “S-rank plus.” They are the thing S-rank was invented to delay.

On hunterleveling.com we grade humans E through S, then a handful of National Level names: Thomas Andre, Liu Zhigang, Christopher Reed, Siddharth Bachchan. Reed, America’s National Level hunter, dies in his own mansion to three Monarchs in webtoon Ch. 140. Rakan almost finishes Thomas Andre in Seoul (Ch. 157). If your map still says Hashira = Monarch, throw it out. Hashira maps to S. A full Monarch maps past National. That gap is why the Beyond the System movie briefing matters. The film is still Jinwoo climbing. Monarchs are the ceiling that climb is aimed at.

Solo Leveling Monarch Ranking, 1 weak to 9 strong

Read this list bottom-heavy: 1 is weakest. 9 is strongest. Do not flip it. CBR’s 15 August 2026 order is the spine. ScreenRant’s 2025 list disagrees on Legia and Baran. Where they fight, the manhwa panel wins, not the headline.

  1. Legia, Monarch of the Beginning, King of Giants. CBR parks him last and Ch. 138 backs it. The Rulers already had him in chains with an essence stone in his neck. Jinwoo dodges him and takes the head in one cut. No shadow army. ScreenRant ranked him high because giants look scary and we never saw a fair war. Fair. Still: a captured king who dies in one cut is not Antares. Weakest shown.

  2. Yogumunt, Monarch of Transfiguration, King of Demonic Spectres. Portal man. Spy. He refused Sillad’s “kill Jinwoo now” plan and cited Baran’s death as proof that moving without Antares is suicide. CBR notes he dies to Jinwoo with almost no visible fight. Strategist, not a duelist.

  3. Querehsha, Monarch of Plagues, Queen of Insects. Only woman on the nine. Venom, swarms, cruelty. She helped drop Christopher Reed with Rakan and Tarnak in Ch. 140. Then she wasted a later fight on Beru instead of finishing Jinwoo, and he cut her down with Mutilation. Numbers queen. Not a fist queen.

  4. Rakan, Monarch of Fangs, King of Beasts. The one who actually killed Jinwoo for a moment. Seoul rampage Ch. 156, Thomas Andre Ch. 157, the backstab through Jinwoo’s chest in Ch. 160 while Sillad held the front. Il-Hwan smashes the follow-up in Ch. 162. Jinwoo ends Rakan in four strikes in Ch. 165. Peak ambush. Not peak duel. National Level hunters should still be terrified of him.

  5. Tarnak, Monarch of the Iron Body, King of Monstrous Humanoids. Toughest hide of the mid pack. He refused the early pile-on against Jinwoo and waited for Antares, which was the smart call. He still went down to Thomas Andre plus Bellion and Beru, with Tusk cutting his line to Antares. Strong. Not a king of kings.

  6. Sillad, Monarch of Frost, King of Snow Folk. Killed Go Gunhee. Put ice through Jinwoo’s shoulder in Seoul so Rakan could land Ch. 160. CBR puts him above Rakan and Tarnak for that pressure. Fully awakened Shadow Monarch still ends him. Cruel, useful, mortal by Monarch standards.

  7. Baran, Monarch of White Flames, King of Demons. Two versions, and people mix them. Original Baran helped ambush Ashborn and died for it (Ch. 129 on the wiki’s Baran page). Antares trusted him with that job, which is why CBR ranks original Baran near the top of the nine. The Baran Jinwoo beat is a Kandiaru System copy on Demon Castle’s last floor (Ch. 87), with Esil’s help. Copy is not the king. Original is dead before the main war. Rank the office, not the clone.

  8. Ashborn, Monarch of Shadows, King of the Dead. Started as the Greatest Fragment of Brilliant Light, strongest Ruler. Switched sides. ScreenRant and CBR both put him second only to Antares among the old nine. He beat Rakan and Baran together. He chose Sung Jinwoo as vessel and handed over the Black Heart. The Antares wiki page still calls Antares the strongest and oldest of the nine, with Ashborn as the only real rival.

  9. Antares, Monarch of Destruction, King of Dragons. Wiki, ScreenRant, CBR, same verdict. Strongest of the original nine. Oldest. The first-contact war with Jinwoo runs Ch. 173–177. Breath of Destruction. Dragon’s Fear. North America burns. S-rank Jay Mills dies like a fly. Jinwoo cuts him with Il-Hwan’s dagger, then the Rulers’ spears finish the job in Ch. 177 because first-contact Jinwoo cannot close it alone. He needed the Cup of Reincarnation and 27 years for the rematch. That 27-year war is the story Solo Leveling KARMA is selling as a roguelite. Antares is number 9 here because number 9 means the top of the original roster.
